BMZ- Global Program India.

Caritas India along with 23 local partners has launched a Disaster Risk Reduction and Food Security program in India in four states i.e. Odisha, Bihar, Assam and West Bengal. The donors are BMZ, Caritas Germany and local Contribution for the 36 months programme starting from April 2021 to March 2024. In Odisha the programme is going to implement in four districts i. e. Bhadrak, Ganjam, Puri and Rayagada with 100 selected villages. The objective of the program is to “The Global Programme on Poverty Reduction and Food Security, Promoting Social Inclusion of Particularly Marginalised Groups and Increasing Resilience to Disasters in High-Risk Areas will make a sustainable contribution to SDG 2 (Ending Hunger, Achieving Food Security and Better Nutrition and Promoting Sustainable Agriculture), SDG 10 (Reducing Inequality within and Between States) and SDG 13 (Sustainable Measures to Combat Climate Change and Its Impacts)

 And the indented outcome of the program is:

The living situation of particularly marginalised population groups has been sustainably improved by structurally improving food security, strengthening resilience to natural disasters and increasing social inclusion in all target regions.

The programme outcomes are:

1. Increasing disaster resilience
   • The district level coordination for updating of DDMP
   • The Block level coordination for updating of Block level Disaster Risk Reduction plans
   • The Local Authority- Gram Panchayat level coordination for preparation / updation of disaster risk reduction plan
   • Most Important is at Community Level risk assessments, identification of risk elimination and prepare the risk elimination plan, which will be approved by the Gram Sabha
   • Improved resilience at household level of marginalized groups of the programme areas.
2. Improving Food Security in disaster prone areas
   • Mapping of alternative agricultural and horticulture practices for small farmers
   • Promotion of model for on farm activities in disaster prone areas
   • Promotion of income through alternatives livelihood in the non-agricultural sector
   • Promotion and investments in model projects for alternative off-farm income opportunities
   • Encourage and enhanced the participation of women, children, persons with disabilities, SC/ ST population and marginalised groups
   • Improved participation of these groups in decision making process – participation in Palli Sabha and Gram Sabha
   • Capacity building of these groups for risk reduction plan implementation
   • Improved and linkage of safety network for the marginalised groups for post disaster food security
   • Advocacy for Inclusive DRR programme at all levels
   • Capacity building for Civil Society Organisations on innovation models of Resilient Community and Nutrition and Food Security

1. Improved Social Inclusion in Risk Reduction programme

In Odisha, Caritas India is implementing the programme in four districts such as Bhadrak, Ganjam, Puri and Rayagada with four implementing partners. SWAD is working for the Ganjam district with 37 villages from Ganjam and Khalikote blocks by covering 8 Gram Panchayats.

SWAD is also planning to support the district Administration in strengthening Government and NGO coordination for Risk Reduction and support the effort of District Administration for effective response mechanism and able to demonstration various models for resilient building at different levels and at community level also.
